BIA warns of a new fashion - the stealing of businesses

“Businesses are subjected to all kinds of pressure, the stealing of entire enterprises included. These problems are becoming a trend,” said today Sasho Dontchev, Chairman of the Managing Board of the Bulgarian Industrial Association (BIA). According to him, numerous reports of such violations have been submitted to BIA, but since the business organisation is not an investigative body, it cannot give an accurate assessment of the situation. Some signals have already been submitted to the Prosecution.

“The new fashion – the stealing of businesses - is not so apparent as it was at the beginning of the transition period, but this trend appeared again in the last three years,” said Dontchev. According to him, in addition to the “white collar workers”, new players have appeared, armed with financial instruments and institutions, and they manage to turn the stealing of businesses into a lucrative venture.

According to BIA, another fashion is being born, too – the establishment of profession-oriented structures, which issue permits or licences for a certain kind of activities. The aim is to eliminate certain market players.

“In general, there are three schemes for stealing businesses. The first one is through the forging of documents, the second -through submitting lobbyist legislative acts in Parliament “via which a certain activity is terminated or assigned to groups with specific interests”. The third way for taking over businesses is through the assignment of public procurement orders,” BIA Executive Chairman Bozhidar Danev summed up the phenomenon. According to BIA’s management, we can even speak of a cartel in public procurement.
