Some 90% of EU money for the 2070 – 2013 period negotiated

“Some 90% of the total amount of funds under EU operational programmes for the 2070 – 2013 period have been negotiated,” said Minister of EU Funds Management Tomislav Donchev. “We have signed contracts for over €7 bn. Nearly €2 bn of this money is under OP Environment and more than €1.4 bn - under OP Regional Development. The money disbursed as of the end of August stood at €2.106 bn, or 26% of the contracted funds. As of the end of August, Bulgaria’s remittances from Brussels exceeded €1.8 bn, or nearly 27% of all the money we should receive from the EU under operational programmes. Our ambition is for this amount to increase at the end of the year. Bulgaria’s engine of European money is operating faultlessly,” stated Donchev.

“The year 2013 will be critical not only because of the money that should be paid but also because the final phase of programming will be next year and negotiations on the specific parameters of the operational programmes will be held between the European Commission and the Member States. This will coincide with the parliamentary elections next year,” said the Donchev. According to him, during the next programming period after 2013, Bulgaria may count on at least €8 bn from Brussels.

Tomislav Donchev presented the model for evaluation of the impact of spending under the Structural and the Cohesion Fund on the Bulgarian economy SIBILA. “Without the EU funds, the unemployment rate would be higher and the incomes would be lower, show the calculations made using this system. According to the evaluation made using the SIBILA model, as a result of the use of the Structural and the Cohesion Fund, the unemployment rate in the country at the end of 2011 was 1.7% lower than it would be without the inflow of these funds. At the end of 2013, the unemployment rate is expected to be 4% lower than if we were not getting money from Brussels,” commented Donchev.
