Bulgaria parliament adopts rules on constitutional judge election

Bulgarian parliament adopted the procedure rules for election of a judge at the Constitutional Court with the quota of the National Assembly. The procedure rules were passed with 121 votes for, 2 against, while 12 MPs abstained.

The nominations will be raised by the MPs and parliamentary groups in a written form and filed to National Assembly’s administration in a five-day deadline after the election rules and procedures are adopted.

The parliamentary committee on legal affairs will then check on whether the candidates meet the requirements.

The new constitutional judge is elected with more than half of the votes of the MPs at the parliamentary hall.

On Thursday the Bulgarian mandate-holder Citizens for European Development of Bulgaria (CEDB) announced it would nominate Konstantin Penchev, former Ombudsman of Bulgaria, for constitutional judge with the quota of the National Assembly.
