Bulgaria minister: 2 new priority axes under OP Environment 2014-2020

 “Implementation of the water and sewerage sector reform is a main thing in the sector of water under the new OP Environment 2014-2020,” said Bulgarian Minister of Environment and Water Ivelina Vasileva, speaking at a seminar on OP Environment 2014-2020 in coastal Varna.

The financial resources under the programme will be improving infrastructure in the water and sewerage sector, water management and monitoring, aiding the policy on waste management, and management of the Natura 2000 network. 

The programme includes 2 new priority axes aimed at improving the cleanliness of air in the atmosphere and the implementation of measures for prevention and management of the risk of floods and landslides. The total budget is estimated at BGN 3.5 billion.

According to Yana Georgieva, head of the Managing Authority of OP Environment, the priorities remain the same.
“The new element is the measures related to prevention and management of the risk of floods and landslides,” the specialist explained.

Priority Axis 1: Water The financial resources amount to BGN 2.339 billion (EUR 1.19 billion). The condition for successful investments is the implementation of the water and sewerage sector reform. If this is not done by 2016, the resources will be suspended. The new thing is that the approach of investments in the water and sewerage sector will change.
Minister Ivelina Vasileva explained a smooth transition between the two programmes was needed.
“The big issue is securing the [wastewater] treatment infrastructure – these were our arguments when holding negotiations with the European Commission (EC),” she said.
“The implementation of the water and sewerage sector reform is a main thing and the investment process not ceasing,” she added.

Priority Axis 2: Waste The financial resources amount to BGN 562 million (EUR 287 million). The efficient use of waste as a resource in line with the hierarchy of waste management is important. Stimulating waste as a resource will be the aim.

Priority Axis 3: Natura 2000 and biodiversity The financial resources amount to BGN 198 million (EUR 101 million). It is envisaged the system for management of Natura 2000 will be developed. Emphasis will be put on conservation activities for species and habitats.

Priority Axis 4: Flood and Landslides Risk Prevention and Management The financial resources amount to BGN 153 million (EUR 78 million). It is envisaged a national system for real-time water management will be developed and actions for flood and landslides risk prevention and management will be taken.

Priority Axis 5: Improvement of Ambient Air Quality The financial resources amount to BGN 115 million (EUR 58 million). It is directed towards the main sources of fine particles in the air and nitrogen oxides – transport and home heating.
