Bulgaria parliament adopts cigarettes price hike on first reading
Bulgarian parliament approved Friday on first reading the amendments to the Excise Duties and Tax Warehouses Act filed by the Council of Ministers.
The draft bill changes the ratio between the specific and the proportional excise duty on cigarettes. The amendment is grounded with the requirements under Directive 2011/64/EU. As of January 2014 the total excise duty on cigarettes should be at least 60% of the average retail price of cigarettes released for consumption. That is why the excise duty cannot be lower than EUR 90 per 1,000 pieces.
With the purpose to decrease the opportunities for illegal sale of tobacco products there is a proposal for the permits for tobacco products sale to be also issued for the storage of these products.
There is also a change in the ratio between the specific and the proportional excise duty on cigarettes.
In order to achieve the minimum excise duty of EUR 90 per 1,000 pieces by January 1, 2018, the excise duty will be gradually increased, with as little as possible, by working out a schedule for the increase of the excise duty on cigarettes until reaching the requirement under the directive – EUR 90 per 1,000 pieces (BGN 177 per 1,000 pieces).
The MPs adopted a text decreasing the specific excise duty from BGN 101 to BGN 70 per 1,000, while at the same time the proportional excise will be gradually increased until reaching the minimum excise levels of the EU – with 38% as of January 1, 2016; 40% as of 2017; and 42% as of 2018.
According to a comparative analysis, the positive effect of the measures to the state budget for 2016-2017 will be BGN 119,322,783 under the assumption for preservation of the level of consumption of cigarettes of the different price categories, as follows: 2016 – BGN 21,307,452; 2017 – BGN 42,210,068; 2018 – BGN 55,805, 263.
The draft bill also bans the possession and transportation of more than 40 pieces of hand-rolled cigarettes.
