Bulgaria President: We will implement all measures to guarantee citizens’ security

 Bulgarian President Rosen Plevneliev honoured in front of the Embassy of the French Republic to Bulgaria the memory of the victims in the series of terrorist attacks in Paris on November 13, the press centre of the President’s Office announced.
The official made comments as well.
“We all saw the ugly face of terrorism; we also saw it in our country, when the terror attack in Sarafovo occurred 3 years ago. We pray today for the fast recovery of the injured and grieve with the families of the victims. Today we, Bulgarians, all express our solidarity with French people at a hard time for Europe. We thought terrorism was on the other side of the Mediterranean Sea. However, we see terrorism is coming to permanently settle at the heart of Europe and in the country which produced European democracy,” he said.
“We realise the security environment has changed. We grieve with French people and will take all measures along with French people and all other European nations as well as with the world anti-terrorist coalition to be able to guarantee the security of Europeans and of Bulgarians but also to defeat this army of evil and leave in the past this “state of terror”,” the Head of State remarked.
“Terrorists can certainly be defeated and will be defeated by the world anti-terrorist coalition but the ideology of terrorism cannot be defeated with weapons only. A victory can be gained over it only through better ideas, only through tolerant societies. The ideology of terrorism can be defeated by educated and democratically thinking people and by societies that respect differences and value everyone’s freedom and rights. We have such a society in Bulgaria; we take pride in our tolerance,” President Plevneliev said further.
“There is no information about terrorist fighters of Bulgarian origin,” the Head of State was explicit.
“However, this should not calm us and we should realise no one is immune to terrorism and no society can feel secure. Nowadays terrorism crosses borders and the biggest countries with the most powerful armies are as threatened as all the others. We can defeat terrorism only jointly and we can succeed [in this] only together as a united tolerant society of freedom and differences but also of common things that connect us,” President Plevneliev remarked.
The Head of State monitors the situation carefully and is constantly in touch with all operational structures and competent state institutions.
Rosen Plevneliev said the actions of the government were “timely” and remarked the convening of a sitting of the Consultative Council on National Security was currently not needed.
“The action of the government in relation to convening a sitting of the Security and Migration Headquarters with the Interior Ministry are right and timely. The Consultative Council on National Security is not an operational body but a high-level political one. Clear operational actions are required at present and the cabinet is taking them,” President Plevneliev noted.
He pointed out further the first positive results from the reform implemented in the security sector that for the first time in Bulgaria’s modern history had defined the role and place of the Security Council with the Council of Ministers as the high-level operational body Bulgarian statehood had could be seen.
“At present, it is not necessary to convene a sitting of the high-level political body in the state, namely the Consultative Council on National Security with the President. Of course, if the situation changes, this could [also] change,” Rosen Plevneliev added.
