Bulgaria parliament bans camping, parking 100 m off the coastline

 Bulgarian parliament banned the camping and parking 100 m off the coastline with the adoption of the amendments and supplements to the Black Sea Coast Development Act. The text was adopted with 106 votes “for”, 9 votes “against”, while 7 MPs abstained.
Bulgarian lawmakers also imposed a ban on the economic activities on beaches for environment-friendly tourism. The text was adopted with 100 votes “for”, no votes “against”, while 3 MPs abstained. 
Under the text, the sea beaches for environment-friendly tourism should be preserved through protection of the biological diversity and the eco-systems with reasonable use of the natural resources.
However, the ban on spending the night 100 m off the coastline has been lifted after being taken out from the disputable Paragraph 13 of the Black Sea Coast Development Act.
The parliamentary group of the mandate-holder CEDB supported lifting the ban with biggest number of votes. 
This happened after Minister of Tourism Nikolina Angelkova undertook the engagement to precise the term “camping” with the amendments to the Tourism Act, so as to guarantee to the maximum the preservation of the environment and the placement of tents, sleeping bags, caravans, and etc.
“We will expand the term “camping” in the Tourism Act so as to restrict to the maximum the indiscriminate placement of tents, sleeping bags and caravans along the beaches,” Bulgarian Minister of Tourism Nikolina Angelkova said speaking with journalists after the second-reading adoption of the Black Sea Coast Development Act.
“What incited the discussion was the beaches for environment-friendly tourism, which will be part of the next draft bill with amendments and supplements to the act, which we are working out now and concern the classification of the beaches,” the minister explained. 
“To us, it is highly important to preserve the nature and develop sustainable tourism but avoid applying double regime. When there is a ban on exercising economic activity, there should be also a ban on camping and parking 100 m off the coastline because they all soil the nature,” Ms Angelkova said further.
“It is highly important to regulate the camping at the places designated for such purpose,” Minister Nikolina Angelkova commented.
“Right after the adoption of the act we will continue working towards the preparation of the next amendments in terms of beaches’ classification and continuing the overall concept for the management of the beaches,” Ms Angelkova added.
“It is highly important to regulate the camping and parking in the set areas so as to realise our goals and introduce European standards for nature preservation,” the minister commented further. 
Nikolina Angelkova remarked that the forthcoming tourist season was guaranteed.
“Currently the teams of the ministry are working hard so as to have a successful 2016 summer season,” the tourism minister said.
