Bulgaria President: Disputes between global, regional powers threat to international law, national sovereignty

 Bulgarian President Rosen Plevneliev attended the Fourth Global Baku Forum themed Towards a Multipolar World, which is held in Azerbaijan’s capital city Baku, the press centre of the President’s Office announced on Thursday.
The event, which is organised by the Nizami Ganjavi International Centre, will focus on regional and global security problems and other issues on the international agenda.
“Major disputes between the global and regional powers question the principles of international law and the inviolability of national borders,” said President Plevneliev, speaking at the opening of the forum.
In his statement, the Head of State stressed the numerous crises worldwide were a real threat to peace and freedom and threatened global security like never before after the end of the Second World War.
“We are witnessing highly complicated relations and the inability of international and regional institutions to find sustainable solutions to conflicts,” Plevneliev pointed out.
The Head of State was explicit the UN Security Council was the legitimate body to tackle conflict situations but it was necessary to reform itself to achieve more efficiency in its work.
“I hope the world is not heading towards a new cold war but, unfortunately, we are as if in a state of cold peace after the crisis in Ukraine,” the President pointed out.
Rosen Plevneliev also remarked no one wanted a war but the international community was again witnessing confrontation and methods dating back to the cold war age, propaganda, cyber attacks, and frozen conflicts.
“The resolving of crises through new spheres of influence and the holding of a “new Yalta Conference” would be a historical mistake,” the Head of State remarked, pointed out the global and regional leaders nowadays followed different approaches and endeavoured to attain different goals.
“The cause of wise politicians is modernising their countries and educating their nations,” Plevneliev noted and urged way is paved for diplomacy, not confrontation.
According to him, it is easy to break rules, destabilise, shoot, and even win a war but it is very difficult to establish peace.
Rosen Plevneliev added great powers could easily destabilise a certain country but only citizens can build and unite again a society, not the interference of “the great powers”.
“The point of politics is not in creating frozen conflicts, occupation of a foreign territory, or changing borders but in giving power to citizens and in creating tolerant, free, and enlightened societies,” Plevneliev stressed.
“Europe could not be preserved as an “island of stability” in the global ocean of instability,” he remarked further, adding the EU could be yet threatened by new crises in 2016 – the United Kingdom (UK)’s possibly leaving the EU, the rise of the nationalist and populist wave, and the continuation of migration pressure.
Europe could also face a moral crisis, which might lead to refusing solidarity and jeopardise the shared values of European countries.
President Plevneliev stressed further the EU had great significance and strong political legitimacy namely as a community resolving differences through dialogue and cooperation and this was due to the shared rights and values of the 28 EU member states.
“Political and economic cooperation as well as partnership in the field of security are not a matter of choice anymore but of necessity,” the President remarked, adding migration, terrorism, energy dependence, and the economic crisis crossed national borders and called for joint actions.
“We are witnessing chaos, failed countries, and frozen conflicts beyond our borders. We today see unstable regions, insecure borders, and concerned citizens. A terror attack may occur at any time [and] at any place on the planet. Criminal structures involved in human trafficking profit billions, putting thousands of human lives at risk,” the President said further.
He defined as “justified and timely” the operations at present conducted along the EU borders and in the Mediterranean Sea in support of people whose life is in danger.
“However, it is not less important to distinguish between the people fleeing war and migrants that seek better economic prospects. European leaders today realise there is no contradiction between protecting one’s borders better and respecting human rights and freedoms,” the President pointed out.
In his words, the Balkan countries that are part of migration routes form the first defence line of Europe and need stability and prosperity, tolerance and peaceful cohabitation between different religions and minorities.
“We, Bulgarians, want borders in the region to drop, not to change. We carry out a balanced and principle-based foreign policy; we aim at cooperation and friendship with everyone as everyone can and should contribute to supporting peace and stability,” Rosen Plevneliev commented.
He was explicit common challenges could be taken on only through solidarity, cooperation, and diplomacy.
