Bulgaria justice minister attended judicial reform conference in Sofia

 “The draft bill on amendments and supplements to the Judicial System Act, which was adopted at first reading with the votes of most of the parliamentary represented parties is a proof for the efforts and determination of the Bulgarian government to realise the judicial reform in line with the expectations of the Bulgarian citizens and the business.”
This is what Bulgarian Minister of Justice Ekaterina Zaharieva said speaking at a conference themed Judicial Reform and What to Expect from It organised by the Belgium-Bulgaria-Luxembourg Business Club and the British Bulgarian Business Association, the press office of the Bulgarian Ministry of Justice announced.
The event was also attended by Belgian Ambassador to Bulgaria Anick Van Calster.
As a guest lecturer Minister Zaharieva said that the judicial reform was also of key importance for the improvement of the investment climate in Bulgaria because when a company made an inquiry about whether to set foot at the Bulgarian market, it was interested not only in the tax policy, the labour cost and expenses but also in whether the country had good judicial system and administration. 
In minister’s words, the investment climate in Bulgaria is very important both for the society and for the Bulgarian business and for the European partners. 
“If there are more investments and the business develops well, then the quality of people’s life will improve, too. That is why the major purpose of the judicial reform is the fair and fast justice, which will regain the trust of the citizens and the business,” Minister Zaharieva remarked.
“Fair trial and independence of the judicial system will be achieved with the new regulations for direct election of the members of the Supreme Judicial Council by the magistrates’ quota under broad representation and clear conditions. The decisions on the appointment, promotion and dismissal of the magistrates will be made independently by the two separate collages within the Supreme Judicial Council after a public vote and without the opportunity to abstain during the vote. This is directly connected with the transparency, which the society is constantly talking about,” Ekaterina Zaharieva commented further.
“The selection and career development of the good magistrates with high professional and moral qualities has been guaranteed with the introduction of standing commissions on attestation and competitions,” the minister added. 
Asked about government’s actions in terms of the introduction of the electronic justice, Ms Zaharieva explained that it would be a fact in 2018. 
She pointed out that the Ministry of Justice had worked out amendments to the Commerce Act against the “stealing of companies”, as well as in connection with the initial proceedings on insolvency, which envisaged recovery of the company. 
She added that another priority was the amendments to the Criminal Procedure Code, which would speed up the criminal process.
