Bulgarian government held regular sitting

 Bulgarian Council of Ministers held a regular sitting on Wednesday. Here are some of the decisions made by the Bulgarian cabinet: 
Bulgarian government approved additional payments of up to BGN 208 million to the budget of the Ministry of Transport, Information Technologies and Communications for 2016 at the expense of the state budge.
The money will be used for the finalisation of 10 important railway projects within the OP Transport 2007-2013.
The cabinet approved a memorandum of understanding, which amends the agreement between the governments of Bulgaria and India on the air communications since 1992.
The changes update the bilateral legal framework in the field of air transport. 
This will ease the exploitation of the regular flights between Bulgaria and India, which will also stimulate the trade-economic relations, the tourism and the cultural exchange.
Bulgaria government also approved the draft memorandum of understanding between the Bulgarian Ministry of Culture and the Cypriot Ministry of Transport, Communications and Works on fight against thefts, illegal excavation works and illegal import, export and right of ownership changes of movable cultural valuables, as well as on the encouragement of their return. 
The decision of the Council of Ministers aims at developing the cooperation between the countries in the protection of movable cultural valuables through exchange of information and training and exchange of experts.
The government approved a draft memorandum of understanding between the Bulgarian Small and Medium Enterprises Promotion Agency and the Moldovan Organisation for Small and Medium Enterprises Sector Development.
The document will help for the development of the economic cooperation between Bulgaria and Moldova, which agree to assist the SMEs of the two countries in establishing contacts and different forms of partnership.
The two institutions will work together in the field of SMEs development by providing real opportunities for expansion of the business contacts between Bulgaria and Moldova. The company will be able to exchange information on the legislation in the respective country, realise investment project and establish joint ventures, exchange experts, and others.
The Council of Ministers approved a draft memorandum of understanding and cooperation on legal affairs between the governments of Bulgaria and Malaysia.
The document encourages the development of mutually beneficial cooperation in the field of legal affairs, envisaging exchange of legislative information, good practices, exchange of visits and experts, organisation of different training programmes. 
Within the implementation of the memorandum Bulgaria will take part with experts with the Ministry of Justice and representatives of the structures of the Prosecutor’s Office, while Malaysia – with experts from the Prosecutor General’s Office.
Bulgarian government adopted the National Health Map of the Republic of Bulgaria. 
The document sets and plans the needs of the population in terms of accessible out-of-hospital and hospital medical aid, on the grounds of which the structure of the health network should be adapted to and the efficient and fair use of the resources should be planned on. 
The National Health Map is based on the district health maps. A national commission was established for its elaboration.
To guarantee the access to medical services at the initial medial aid centres, Bulgaria needs at least 4,886 general practitioners, which exceeds the current number in the country. The analysis and the planning used the European standard of one general practitioner per 1,500 people, which leads to a deficit of more than 470 general practitioners. 
The total number of the medics needed in the out-of-hospital medical aid is more than 11,000, while the needed number of dentists – 9,119.
For the first time the National Health Map plans the needs of the population of experts in healthcare in the out-of-hospital treatment, as the needed number of nurses reaches 10,805.
