National health map defends mostly patients’ interests: Bulgarian expert

Dr Stanimir Hasardzhiev, Chairperson of the National Patients’ Organisation, spoke for Radio FOCUS, commenting on burning issues.
“The National Health Map defends mostly patients’ interests,” he said.
According to him, the map was drawn up on the basis of data on Bulgaria’s healthcare needs in the past three years.
“This map aims to indeed guarantee patients they will receive from healthcare at least what they have received annually on the average in the past three years from the healthcare system. It also aims to outline also where there is a deficit in the system. There are regions in Bulgaria that are investors apparently do not find attractive and there is a clear need in them of a certain kind of medical establishments; such places are not attractive for doctors, either. Patients there obviously have needs the healthcare system does not meet,” the expert noted.
According to him, the health map is the first step towards making the system better for people regardless of where they live.
“It is thus aimed at pointing to where the deficits are and directing investments there to ensure high-quality healthcare,” Dr Hasardzhiev opined.
In his view, the hospitals preferred by patients are not concerned over the adoption of the health map.
The specialist went on to say the Constitutional Court’s ruling on the division of health packages into a basic and a supplementary one would delay the reform in the sector.
“Despite that, it is developing in the right direction,” the medic was explicit.
“The court is not against it; on the contrary, the division of healthcare services into packages will be more precise and clearer after the institution’s ruling,” Stanimir Hasardzhiev added.
