Biomass producers also attack SEWRC in Brussels

Bulgarian biomass plants should produce 158 MW of electricity in 2020, according to EC requirements. At present, the installed capacities generate about six and a half MW. This is a niche in the energy market which requires investments of €500 to 600 mln, President of the Association of Biomass Energy Producers Andrey Bachvarov said on Wednesday for Bulgaria ON AIR. I do not see how we will meet the criteria of Brussels under the restrictive policy of the State Energy and Water Regulatory Commission. According to Bachvarov, investors in this type of plants were not as severely affected as their counterparts with power from the wind and sun, who are challenging the decision to pay a fee for access to the networks of electricity companies CEZ, EVN and Energo-Pro.

The main problem with investments in biomass is that the regulatory commission has limited the development of projects with a capacity of over one and a half MW, Bachvarov said. The Association insists that Angel Semerdzhiev's team reconsider its position because this type of plants have a social function as well. "They utilise the accumulated wood and a huge amount of field chaff - i.e.. they free nature from useless waste."

Despite the uncertain business climate, there is no lack of investors, Bachvarov said. According to estimates of the association, the construction of a plant of up to 5 MW costs about €35 mln and the investment is returned within 7-10 years.

The Association, like other trade associations in the renewable energy sector, will litigate the decision of the regulator in Brussels.
