As to Keynes, he was clearly a “reluctant Keynesian” whose main goal was to save capitalism from socialism during the Great Depression. As to the growth of public spending and taxation, which has often been attributed to or justified by Keynes's ideas, it may be repeated that, in a letter sent to the Australian economist, Colin Clark, Keynes agreed with Clark's thesis that a share of total taxes into national income of 25 percent was probably the maximum tolerable level before all kinds of negative consequences and inefficiencies would be set in motion. Clark's thesis had been stated in a paper published in 1945 (Clark, 1964). This tax percentage should be compared with the levels reached in the 1990s by many countries (Table 1.3).3 Surely Keynes would have been horrified by these levels.
