The collective labour contract in health care becomes effective retroactively

The collective labour agreement in health care will become effective retroactively as of July 1, 2012. That was announced at a news conference of the Bulgarian Ministry of Health. Some 60% of health institutions in Bulgaria will be able to fulfil the requirements of the collective labour agreement. Other 30% are not certain about meeting them, while 10% of health institutions will not manage to comply with them, the Ministry of Health informs.

“We ignored our personal ambitions for the benefit of health care employees and people,” Ivan Kokalov, Deputy Chairman of the the Confederation of the Independent Trade Unions in Bulgaria (CITUB), said. He specified that under the contract hospitals, which cannot afford to increase monthly working salaries, can approach the branch council. “Nothing else has been changed, apart from what we managed to sign back then. As to the provision of more funds, we will do our best in this direction. Besides, there should be quality indicators for hospitals and greater transparency with regard to the funds spent,” Kokalov said. He added that if a hospital could not afford to increase salaries, it could raise them by 10% instead of 20%. “We do not aim at forcing hospitals to run up more debts but to raise salaries,” he said.
