MBMD: 64% of Bulgarians believe that the Specialised Court will be inefficient

Some 68.4% of Bulgarians do not believe that the Specialised Court and Prosecution for tackling cases of organised crime, which will begin work as of January 1, 2012, will yield tangible results in the fight against organised crime, according to data from an MBMD survey, which was announced yesterday at the presentation of the third edition of Legal Barometer - a citizens' initiative for monitoring of the legal order in our country.

According to the survey conducted on September 9 - 12 this year, 37.5% of people do not believe that the new structures will yield tangible results because the appointed magistrates will be those same employees who have worked for the judicial system so far. Other 30.9% of the surveyed think that not the judicial bodies and procedures but the lack of good will is the main problem. The respondents were allowed to give multiple answers to the questions.

Some 37.2% of the surveyed expressed a positive opinion about the new Specialised Court and Prosecution for tackling cases of organised crime. In fact, 17.5% believe that the judges and prosecutors that will be appointed would be more qualified and more experienced. Some 19.7% are of the opinion that cases will be resolved faster by the specialised structures.

The analysis of the Legal Barometer, presented by Daniel Valchev, leader of the judicial team, also showed that the setting up of the specialised structures is unlikely to yield any actual results. The representatives of the organization pointed out 6 reasons for this. It was emphasized that the laws should establish rules and must not allow the replacement of some officials with others.

According to the respondents, the average rating of the Bulgarian legislation is 3.11. This is a reduction of 0.6 units, compared to last year, when it was 3.17. In fact, 28.6% of those surveyed assessed the legislation as low-effective and only 0.6% of them gave an excellent evaluation.
