European Parliament demands simple rules for public procurements

The EU rules on public procurements should be reformed in order to facilitate the access of small-sized companies, stipulates the resolution of the European Parliament (EP), which was voted yesterday, announced the EP's website, quoted by Money.bg. The authorities should be entitled to award public procurement contracts not only based on the lowest price offer, but also on the basis of the most innovative approach or the bid offering the greatest environmental and social benefits, stipulated the European Commission (EC). The institution will submit its legislative proposals in December.

The current procurement rules are cumbersome and cost-inefficient. In order to reduce the administrative burden on companies, the EP will propose the setting up of an "e-passport for contracts", evidencing that its holder is operating in compliance with the EU public procurement rules. MEPs believe that the division of procurement contracts into seperate positions will give SMEs a better chance for winning. They also demand from the EC to decide whether aditional rules are necessary for the signing of contracts with subcontractors.
