Environmentalists: The right to use forest areas to be granted for a 10-year period

The right of construction on government-owned real estate should be granted for a period not exceeding 20 years, while the right to use forest areas, which are public state-owned or municipal property should be established for no longer than 10 years. Besides, the construction permit without changing of purpose of forests should be granted only for the use of pathways under the existing tows and ski lifts. These are some of the nine proposals for amendments to the Forestry Act delivered by the coalition of NGOs and the civic organisation ‘Let Nature Remain in Bulgaria’, which were mailed to the parliamentary Agriculture and Forests Committee. "We sent our proposals now because we learned about this bill amendment too late. Before that, we had no information that it has been drafted," stated for Klassa daily Zhivko Bogdanov, forest officer in World Wild Fund (WWF).

According to environmentalists, if their proposals are approved, the option of receiving building permits for construction outside the underlift areas will be repealed.

In order for new lifts and ski tows to be constructed, the organisation suggested that the right to build on land where the pillars for the facilities will be placed should be granted only after a mandatory change of the purpose of the territories and their exclusion from the Forest Fund since a similar text does not exist in the currently proposed amendments to the Forestry Act.

According to environmentalists, the provided option of construction without a general development plan should be abolished. Besides, the text stipulating for the paragraph for the use of pathways under the pillars of lifts and ski tows to be repealed from the legal procedure for land-use change, should also be revoked.
"All institutions to which we have mailed our proposals for amendments agreed that they are good and effective," added Bogdanov.
