President Purvanov Plans to Convoke National Security Consultative Council to Discuss Economic, Social Situation

President Georgi Purvanov said in a
televized interview Monday that he is planning to convoke a
meeting of the Consultative Council for National Security to
discuss the economic and social security in the country.
Speaking on the Monday morning show of bTV, he said no issue is
as pressing for Bulgaria at this moment.

The government's decision to join the Pact for the Euro,
Bulgaria's standing in the EU and the situation in Libya were
also among the issues the President commented.

He said that while he is fully supportive of Bulgaria joining
the Pact for the Euro, the President said that the government
was in "a moral conflict with the Constitution" with the way it
made the decision: without even meeting. He also said that
conceived as a competitiveness pact, there is nothing in it now
about helping out EU countries such as Bulgaria which are the
least economically and socially developed.

He also said that Bulgaria and its Prime Minister stayed out of
the debate on the Pact for the Euro - as has with the debate on
the EU energy policy.

He reiterated his idea for holding a referendum on whether or
not Bulgaria should go ahead with the construction of an N-plant
at Belene. He argued that after the Japan disaster people have
strong feelings about nuclear energy. Surveys show that 80 per
cent of Bulgarians remain supportive of the Belene project and
Bulgaria can't give it up when its neighbours are building
N-plants.

He believes that holding a referendum on Belene together with
the same-day presidential and local elections this autumn will
up voter turnout. Likely dates for the elections are the Sundays
between October 20 and November 20.

Dwelling further on the upcoming elections, the President said
that the parties should focus on finding strong personalities
instead of seeking possible coalitions. Of the Bulgarian
Socialist Party (whose leader he was before becoming President),
he said he sees at least five potential strong candidates. Of
the five, he mentioned MEP and former Foreign Minister Ivailo
Kalfin, Blagoevgrad Mayor Kostadin Paskalev and former EU
funding minister Meglena Plougchieva. He called former EU
Commissioner Meglena Kouneva "a solid candidate" and said he
could name potential candidates in the Right wing and even the
ruling GERB but would not do that so as not to harm them.

He expects radicalization of elections which will turn into
something of a referendum "for" or "against" GERB, and argued
that GERB is failing to deliver on its biggest promise: to fight
organized and conventional crime.
