The Sate Agency for National Security advised to develop as a criminal intelligence service

The State Agency for National Security (SANS) must continue to determine more precisely its field of activity, developing more as a criminal intelligence service and avoiding a return to its hybrid form from 2008-2009, of an intelligence service, an investigation unit and a police force. The recommendation was made in the third consecutive annual monitoring report of the RiskMonitor Foundation, released yesterday.

This foundation is a non-profit organisation established by the Open Society Institute. It is aimed at legitimising and strengthening independent civilian expertise in combating organised crime and institutional corruption policies.
“The Government of GERB (Citizens for European Development of Bulgaria) streamlined the activity of SANS and it became more focused in its work and free from excess showiness,” said Stefan Popov, Director of RiskMonitor Foundation. He believes that this is the right way to develop the administration and that police and investigative functions are not appropriate for the agency. According to Popov, these functions were assigned to the agency as a result of the political intrigue behind the creation of SANS and were a consequence of the desire of Sergei Stanishev to take over part of the power of the then Interior Minister Rumen Petkov.

Now, things are going in the right direction – the establishment of an analytical information service in charge of drafting and presenting in-depth reports on national security.
The director of RiskMonitor Foundation Stefan Popov strongly criticised the creation of the BORKOR unit. The ambiguity in its functions and tasks repeat the mistakes in the setting up of SANS. “The Centre for Prevention of Organised Crime and Corruption (BORKOR) is a meaningless, irrelevant initiative and the name of the unit is more appropriate for children's programmes," said Popov.
