New daytime clinics could be created towards hositals

The amendments to the Medical-Treatment Facilities Act, which was adopted by the GERB (Citizens for European Development of Bulgaria) government yesterday envisage the provision of
primary and outpatient medical care by Bulgarian diagnostic-consultative, medical and medico-dental centers. The project allows for the set up of daytime clinics under the umbrella of hospitals and other medical institutions. They will be authorised to perform diagnostics, treatment and monitoring of patients, activities that do not require an overnight star in hospitals. After the entry of the law into force, the minimum number of beds in specialised clinics will be 30, while in general hospitals - 60 . In cases where the specialised medical centers operate only as day clinics, the minimum number of the available beds should be 10.

The changes should ensure better quality of outpatient care. The project also changes the concept of the national health card. In the near future, it will show not only the available hospitals, but their actual number in the different districts. It will contain the maximum number of hospitals across the various regions, which NHIF (National Health Insurance Fund) can contract with as well as those providing high-tech methods of treatment, which can be susbidised by the state budget. Some of the high-tech treatment methods include interventional cardiology, cardiovascular surgery and radiotherapy. The maximum number of hospitals which NHIF can conclude a contract with is calculated based on the total provision of hospital beds in the given district. If their number is higher than the national average, the National Health Insurance Fund will be able to contract with more hospitals than the previous year. Actually, the specific criteria for selection of hospitals which will be contracted will be drawn up by the NHIF.
