Scrap dealers to protest again

Companies purchasing and processing ferrous and non-ferrous scrap will launch new protests because of the decision of the Ministry of Environment and Water to pass amendments to the Waste Management Act which again contradict the Constitution. The amendments will retain the requirement for scrap yards to be located in areas for which a General Development Plan has been approved, announced Investor.bg.

Recently, the Constitutional Court ruled as unconstitutional the current Waste ManagementAct, stipulating that scrap yards should be located only in areas and settlements with an approved General Development Plan. According to Peter Kichashki from the Bulgarian Association of Recycling, the new legislative proposals do not improve the situation up to now. In this case, the sites on only one-third of Bulgaria's territory would be legal because this is the area with approved General Development Plans. The industry insists on regarding as authoritative the detailed development plans of municipalities because in this case firms would not be placed at a disadvantage when legalising the sites for scrap yards.
