Trade unions demand a four-year mandate for school directors

The trade unions of teachers proposed a four- year mandate for directors of schools and kindergartens. The Podkrepa Confederation of Labour (CL) released its opinion on the draft bill on Pre-school and School Education, which was submitted to the parliamentary Education, Science, Children, Youths and Sports Committee and was published on the website of the organisation.

"We demand that directors should be appointed for a certain period of time. This will strengthen their responsibility and will lead to better management of the teaching units," stated officials from the Education Syndicated with Podkrepa CL. Julian Petrov, Chairman of the Syndicate,  explained to Klassa that a public debate on the issue should be launched. "One of the options is for two mandates of four years," he said.

According to him, a transparency in the appointment of directors of schools is needed, as currently many of these are made on the basis of political relationships. Trade union officials believe that the proposed term of office should also apply to rectors of universities and that a pre - carrier development of the school heads should be a mandatory requirement. “They should have at least 10 years of teaching experience before being appointed as directors,” said Petrov. He said that currently there were teachers whose years of service exceeded that of their directors. Yanka Takeva, Chairperson of the Syndicate of the Bulgarian Teachers, said that the proposal for a four-year term of office of directors was supported by the Confederation of Independent Trade Unions in Bulgaria.
