BNAO issues 655 written statements ascertaining administrative violations in 2011

The Bulgarian National Audit Office has ascertained numerous violations and written 655 statements as a result of its 2011 audits, BNAO's Chairperson Valeri Dimitrov told journalists. Four of the cases involved exceptionally heavy breaches, prompting the regulator to refer them to the Prosecutor's Office for possible indictments. Only six ministries, 7 municipalities and 11 universities had their financial statements validated with no objections, BNAO said.

The reports from four municipalities and the Sofia Technical University didn't pass the inspection due to serious discrepancies between book and actual assets. Auditors found out that the Sofia Technical University had no certificate of ownership for 11 buildings, which were therefore left unaccounted for. The school doesn't have the necessary documents to prove it is the owner of another two apartments, a 26,000-square-metre lot worth BGN 409,000. It also made unsuitable expenditures, such as the purchase of an armoured vehicle that was scrapped only a year later. The municipalities of Septemvri, Borovan, Boboshevo and Byala Slatina rank at the top in terms of unaccounted-for assets or erroneously recorded revenues and expenses as a share of their annual budget. The latter's violations involved incorrectly recorded money for the local soccer club and entertainment allowances for administration officials. The transgressors have been given a deadline to set things right.

Many of BNAO's audits uncovered violations in public procurement procedures, as well as failures to award contracts through this process when circumstances required it. Three municipalities, Montana, Smolyan and General Toshevo, have committed breaches serious enough to face criminal charges of misappropriation of public money. In those municipalities and Montana in particular, part of the money from the waste management charges were used for other purposes which is forbidden by the law.
