Unabsorbed money under OP Rural Development amounts to €51 mln

“A total of €51 mln under OP Rural Development implemented by State Fund Agriculture has not been absorbed. The money is from the 2010 budget, disbursed in 2012,” Rumen Porozhanov, Executive Director of State Fund Agriculture, announced at a press conference, quoted by Focus agency. The formula for paying the money under the contracts with beneficiaries is n+2, or two years after drafting the budget. Porozhanov explained that the budget of State Fund Agriculture set in 2010 under OP Rural Development totaled €432 mln. As of the beginning of 2013, the money paid was around €381 mln, meaning that the unabsorbed money from the budget is €51 mln and the utilisation of the programme is 88%. The budget for the next programming period will be reduced by that amount.

The reason for the unabsorbed funds, according to Porozhanov, is axis 2, including agri-environmental and forestry measures or the so-called “green measures”. Another problem of OP Rural Development is that its launch has been delayed by two years. The main objective of the fund is to reduce as much as possible the losses under the programme. Porozhanov pointed out that contracts worth €800 mln were signed with beneficiaries under OP Rural Development. He called 2012 “successful for the programme in terms of payments.
