SJC invites Djankov to a meeting regarding the BGN 16 mln budget shortfall

The Supreme Judicial Council (SJC) has made a formal invitation for a meeting with the Minister of Finance Simeon Djankov because of the shortage in funds for the 2013 budget, SJC's representative Sonia Naydenova said. The procedure for the judicial system's budget allocation for 2013 will last until February 22. By then, the report on the implementation of the 2012 budget will also be ready. The funds for 2012 recorded an over-performance. Underlying costs were met with a small deviation amounting to 0.1%, according to provisional data, Naydenova added. "We expect a response from the Minister of Finance," she said. The shortage of funds amounts to BGN 16 mln. "We expect a meeting with representatives of the Ministry of Finance, in order to determine whether these funds will be kept, or there will be an option, according to which, under certain conditions, these can be changed," said Naydenova.

SJC is planning massive inspections: an analysis of the cases watched by Brussels, an inspection in the two supreme courts and the Sofia City Court, as well as a complete reading of the reasons for the termination of proceedings by limitation in the Prosecution Office.

The European Commission (EC) is watching 93 cases in Bulgaria. An analysis of the delay in some of these will be made in order to find out whether there is a problem and where it is, Naydenova added. The SJC's initiative comes as a response to the critical report by the EC of July 2012. The next monitoring report will be in December 2013.
