Petya Parvanova, State Agency for Refugees: No elements of radicalisation detected in behaviour of suicide-bomber from Ansbach, while in our country

“No elements of radicalisation have been detected in the behaviour of the Syrian citizen, who blew himself up in Ansbach, while he was staying in our country.”
This is what Petya Parvanova, Chairperson of the Bulgarian State Agency for Refugees, said speaking in an interview with Nova TV, commenting on the news that the Syrian man, who blew himself up outside a crowded music festival in Ansbach on Sunday, has stayed in Bulgaria for several months until he obtained a status and left for Germany.
Ms Parvanova explained that the man filed an application for protection in the fall of 2013.
Asked where the man entered Bulgaria from, Ms Parvanova explained that the persons came to the State Agency for Refugees either on their own or if they had crossed the border illegally, they were transported by the interior ministry.
Asked whether the agency had man’s files, she said, as follows: “There is a dossier at the State Agency for Refugees since the moment he filed his application. Our responsibility on this case starts at this very moment. He filed an application for international protection. There are two types of statuses – refugee and humanitarian.”
She explained that the man obtained a humanitarian status because he did not meet the conditions and requirements for the refugee one.
“The 27-year-old man was registered in Sofia and he left Bulgaria after he obtained humanitarian status. People, who are under the procedure, can move freely. The centres of the agency are of an open type. After a person obtains a status they may either rent a home or leave the country,” the expert explained.
In her words, the person in question has left the country legally.
Commenting on German authorities’ request to deport the man to Bulgaria, Petya Parvanova explained that the agency received the request in September 2014.
“The check made here showed that the man already had a status and thus he is not in the category of people, who can be taken back, following the Dublin Regulation,” she explained further.
Petya Parvanova added that the State Agency for National Security (SANS) did not detect any elements of radicalisation in man’s behaviour.
“The person obligatorily has an interview yet at the centres of the Migration Directorate of the State Agency for Refugees. SANS’ position on whether the person in question is a threat at the national security is very important. If there is a refusal, we do not issue a status,” Ms Parvanova said.
