MPs elect Biser Petkov as Head of the National Social Security Institute


I have the ambition to work for the modernisation of the institution so as to make it more transparent and open to the people it serves, stated yesterday Biser Petkov a few minutes after being elected as Chairman of the National Social Security Institute (NSSI) with the support of some 91 MPs. Only three lawmakers voted against and 22 abstained. Petkov assured the Parliament that he would cooperate to the maximum with the entire NSSI team to encourage the institution to perform better. The new NSSI Head expressed gratification that he had received support not only from the GERB government but also from other parties, and defined himself as an expert and professional. Biser Petkov asked for some extension of period as regards the questions posed to him in order to examine in detail the problems of the NSSI, which will manage until May 20, 2013

Petkov was an assistant in the University of National and World Economy, Sofia (UNWE) and former deputy chairman of the Financial Supervision Commission (FSC) with the former tripartite coalition government of Stanishev.

His selection will aid the implementation of those reforms that are needed, said before MPs the Chairwoman of the Parliamentary Budget and Finance Committee, Menda Stoyanova. She recommended that his appointment should not be politicised.

Petkov is a person with professional qualities, but GERB MPs politicised his election, retorted Dragomir Stoynev from the Coalition for Bulgaria. He reminded that in July Petkov was nominated for NSSI head by the Finance Minister, Simeon Djankov, whom he called "the superior appointing authority in our country."

In July, majority of the GERB MPs disagreed with the Djankov's proposal and nominated the Deputy Chairwoman of the Parliamentary Labour and Social Policy Committee, Svetlana Angelova. She, however, withdrew herself and the Prime Minister, Borissov insisted on the holding of a preliminary election among at least three candidates, which actually happened later.

Biser Petkov was nominated by the ruling party and this leaves the impression of political appointment, indicated yesterday in his speech Hassan Ademov of MRF (Movement for Rights and Freedoms), but he did not deny the professional qualities of the pretender. Ademov specified that the parliamentary group of MRF would have supported his nomination, but only had there been a prior consultation.



Parliament dismisses Rossen Plevneliev. Liliana Pavlova to be approved

Today, the National Assembly is expected to adopt a decision on the personal reshuffles in the GERB government. Lawmakers must dismiss Plevneliev Rossen from his Cabinet post, who submitted his resignation after he was officially nominated as the GERB Presidential candidate.
On Wednesday, the government decided to nominate at his post his deputy, Liliana Pavlova. Her ne position as Minister of Regional Development and Public Works must also be confirmed by a decision of theParliament. Plevneliev himself assessed highly and positively the performance of Liliana Pavlova and stressed that for the first time in the 130 years of history of the Ministry of Regional Development and Public Works, the intitution would be headed by a woman.
