Collective labour agreement for the health care sector collapses

The planned signing of a collective labour agreement for health care workers on Tuesday collapsed after employers and trade unions failed to reach an understanding on a new version, which business leaders put forward at the last minute.

Under the contentious text, higher base salaries for health care staff is conditional on ensuring and guaranteeing financial stability of medical establishments. But the Vice-President of the Confederation of Independent Trade Unions in Bulgaria Ivan Kokalov, who also sits on the Supervisory board of the National Health Insurance Fund, pointed out, syndicates can't meet this demand because they have no power over financial stability. Desislava Atanassova, Minister of Health, said she will not sign until the two sides reach a deal. The collective labour agreement provided for a nearly 12% increase in staring salaries for doctors and a 20% higher pay for nurses.
