Rashidov urged municipalities to grant more money to theaters

“In recent years, a disturbing trend of decreasing resources, which municipalities provide to state theatrical and musical institutions in their cities and regions, has been noticed,” stated a letter of Minister of Culture Vezhdy Rashidov sent yesterday to the National Association of Municipalities in the Republic of Bulgaria (NAMRB). He expressed in it his “ great concern” about the reduction of municipal funds for culture in the cities. In his letter, Rashidov reminded that under the Law on Protection and Development of Culture and the State Budget Act, the state cultural institutions in the field of performing arts are being funded both from the budget of the Ministry of Culture and from municipal budgets, on the basis of contracts concluded between the Ministry and the municipalities.

He emphasised further that in 2011, the majority of municipal councils have voted for two or three times smaller amounts for theatres and operas, compared to the actual allocations for cultural activities in previous years. There are municipalities, where in the middle of March, the cultural institutions are not yet aware of the amount of the financial support from the municipal budgets on which they can relay.

Rashidov appealed to the National Association of Municipalities to assist mayors and municipal councils in reviewing their financing policy  towards the cultural institutions in their regions, in order to ensure conditions for a peaceful transition to the new funding model –  delegated budgets, the normal operation of theatres, operas and orchestras, and broadening the access of spectators to high-quality cultural products.
