Bulgarians living abroad won't pay health insurance contributions


Bulgarian citizens who live abroad will not have to pay for health inurance contributions even for past periods if they demosrate they have not lived in the country. This was announced yesterday by the National Revenue Agency (NRA), citing an amendment to the Health Insurance Act, adopted by the NHIF (National Health Insurance Fund) budget for 2012. The new provision allows for some 800,000 Bulgarians living abroad to be exempt from their debts via the submission of a statement. So far, the law has provided the option for the debt exemption to be effective only for the future periods. Pursuant to the amendments, the people who left Bulgaria before December 31, 2011 and have failed to notify NRA in advance will be able to do so until December 31, 2012. In order for this to happen, they must submit an application and statement form to the NRA's territorial directorate at its permanent address. In fact, the mailing of the documents is the easiest and quickest way for this to happpen. The law amendment shall enter into force as of the 2012. On the working days between Christmas and New Year, the Agency's offices will accept applications and statements. Additional information on the procedure for exemption from the obligation of paying the health insurance contributions as well as on the necessary documents and the completion of the statement may be obtained from the NRA Information Center by dialing the phone number 0700 18700 at the price of a local call from across the country. BMA and NHIF sign a National Framework Contract

 
Yesterday, the Bulgarian Health Insurance Fund and Medical Association signed a National Framework Agreement (NFA) for 2012. The innovations introduce the new responsibility of family physicians to serve dispensary patients free of charge and the capacity of medical specialist in outpatient care to serve patients without charging them for the issuance of an appointment card for examination. In order to avoid misuse of paid medical referrals, the NFC envisaged for only 10 percent of the medical consultations to be implemented under this scheme. In fact, the reduced contract price of the DRG for the chemotherapy treatment is a controversial point. According to the Chairman of the Bulgarian Medical Association, Tsvetan Raichinov, however, the problem with the actual prices and volumes of cancer treatment procedures have been completely resolved. "The amount of fund allocations for cancer treatment is not less than that of the previous year. Actually, the amount of resources transferred into the oncological department this year by the Ministry of Health and NHIF will prove to be same as that for the next year," commented he.
