Plamen Tsekov demands a new model for hospitals financing

The nominated for Head of the National Health Insurance Fund, Plamen Tsekov, will present a new approach for hospitals financing, he said during an interview on the Bulgarian National Radio yesterday.

He announced his intentions and specified that he would not be able to accomplish this unilaterally and alone. "I think by the end of May and June, when we start work on the budget for the following year, I will propose an approach for funding of hospitals, which will be fairer and more democratic, ie there will be no subjective factor," said Tsekov. He explained that since the summer of 2010, hospitals had been operating on fixed budgets and the NHIF had transferred them additional funds in exceptional cases. Previously, the NHIF paid them according to another principle - per executed activity.

Tsekov said further that he wanted to eliminate the monopoly of the NHIF, in principle, but that the current economic situation did not allow this. He still deemed the concept of "demonopolization" as an incorrect term. “There should be additional health insurance funds or health insurance companies. This is a matter to be discusses by specialists, because within the most widespread health insurance model, imposed in Europe, there is always a main health insurance fund structure, "said Plamen Tsekov.

He explained further what he meant when speaking about changing the health insurance model - creating second and third pillars of health insurance, which would be voluntary. Tsekov promised that in his capacity of  Manager of the NHIF, he would not work against the interests of the institution, but for the set up of competitive parallel structures.

The appointment of the MP from GERB (Citizens for European Development of Bulgaria) should be voted on today by the National Assembly. The statements made in Parliament yesterday, revealed that no other party than the ruling one would support him.
