Bonuses based on fines and fees to be repealed


The remuneration of the state administration will be no longer based on the revenues from the collection of fines and fees, pursuant to the new payment model for the public administration, presented by Minister of Finance, Simeon Djankov, in the Council of Ministers yesterday. The new system provides for the replacement of the service period with a grading scheme for exceptional results. Some 20,000 employees of the National Social Security Institute, the Health Insurance Fund, the State Fund Agriculture, the Council for Electronic Media, as well as officials of some other committees with the National Assembly, such as the FSC (Financial Supervision Commission), CPC (Commission for Consumer Protection) and other institutions will be involved in the new matrix for determining the working salary. The scheme will not include only civil servants serving in the Ministries of Defence and Interior, whose remuneration shall be governed by special legislation, explained the Minister. Pursuant to the new classification, the maximum permissible remuneration for a Ministerial Secretary will be BGN 3,500. There will be no reduction in salaries, promised Djankov. The funds to be projected for EU directorates will not be considered until the spring because these will be allocated under other decrees, stated also the GERB (Citizens for European Development of Bulgaria) government.

The two new ordinances for civil servants do not regulate the remuneration of the Chairwoman of the National Assembly and that of the Prime Minister, whose salaries remain outside the matrix. Emoluments will be calculated on the basis of the evaluation of the direct chief, while salaries will be based on up to 70% of the amount and bonuses will be computed as 30% of it. There will be two types of bonuses. The first will be a permanent bonus or 25% of the overall payment, calculated on an annual or quarterly basis, while the second one will be a lump-sum granted for merit. If the manager decides that the employee has achieved exceptional performance results, the increase in his/her individual wage can be of up to 12%.
