MPs expel three employers’ organisations from the Council for Tripartite Cooperation

Today, the ruling majority expelled the Bulgarian Chamber of Commerce and Industry (BCCI), the Union for Private Economic Enterprise (UPEE) and the Union of Private Bulgarian Entrepreneurs ‘Vazrazhdane’ from the National Council for Tripartite Cooperation. After a heated debate with the opposition, the voting of amendments to Paragraph 3 of the Labour Code was delayed for several hours and these were approved afterwards. Under the proposal, a nationally representative organisation of employers should unite branches or sectoral structures employing at least 100,000 people on payroll.

The debate in the National Assembly focused on the representation of the BCCI as one of the oldest branch organisations with enormous influence in the country. After the adopted amendments, three organisations will drop from the Council for Tripartite Cooperation and the Industrial Capital Association is on the brink. “If we do not give them some of our votes, they will be outside the national dialogue, too,” commented the Bulgarian Industrial Association (BIA). The Bulgarian Socialist Party (BSP) ardently defended BCCI’s presence in the Council for Tripartite Cooperation. According to Martin Dimitrov, Co-Chair of the Blue Coalition, democracy has been outrageously violated in this case. Dimitrov appealed to the Prime Minister to say whether he backs the proposal. “The formal reason for focusing on BCCI’s representation and its removal from the Council is its right to register trade representative offices abroad, but the real reason is that another employers’ organisation wants to gain a dominant position in the public procurement tenders,” BCCI Management Board Member Yosif Avramov commented for Klassa. He added that BCCI will seek a meeting with the President over a veto on the amendments to the Labour Code.
