Parliament to vote the Government's resignation on Thursday

Parliament will vote the resignation of Prime Minister Boyko Borissov's Government on Thursday. At exactly 11.23 a.m. on Wednesday, a messenger arrived at the National Assembly with a letter in which the Prime Minister states the Cabinet's intention to step down. Tsetska Tsacheva, President of the National Assembly, read the content of the letter during a regular session.

At 9 a.m. on the same day, Borissov himself told lawmakers he will resign. "We did everything we could to meet people's expectations. I don't want to see any more bloodshed in the streets or police officers beating up Bulgarian citizens. I can't stand the idea of seeing Orlov Bridge soaked in blood. Every drop is a shameful stain for us. The image of a fenced Parliament is unbearable," Borissov said.

The full session was attended by all Cabinet Ministers and the MPs of all parties except BSP, who said that they will not attend beforehand. The decision to resign came as a surprise since the agenda was supposed to be restricted to voting personnel changes in the Government. On Monday, Borissov announced the dismissal of Finance Minister Simeon Djankov, who was to be succeeded by Tomislav Donchev, in charge of EU funds management, while Lilyana Pavlova assumed the position of Deputy Prime Minister.

"We will not make structural changes. I will not enter into an interim Government with the Movement for Rights and Freedoms, nor, for that matter, with you, Mr. Kostov, since you are one and the same", Borissov said. Then, he proceeded to remind his audience of the billions spent on the Tsankov Kamak project and the Belene NPP, as well as the road South Arc, the Parks and sports arenas that are his legacy. "This country needs a new Government which has the full support of the people," he said. Borissov urged lawmakers to follow suit and resign.

The Prime Minister also addressed the Interior Minister with the words: "Mr. Tsvetanov, give our gratitude to the police officers for their efforts in preserving public order and battling crime."

After Parliament votes the Government's resignation, the President is required by law to start consultations in order to form a new Government, first with GERB and then, if that fails, with BSP and finally with a third party of his choosing. In negotiations fail, an interim Government will be appointed till special general elections are held.
