Health Ministry orders new rules to be introduced on the organisation of emergency aid

The Ministry of Health issued new instructions on the organisation of emergency aid in Bulgaria, announced yesterday the healthcare department. Some of the new rules stipulate that ambulances should transport the patient to the nearest medical establishment, regardless of the territory of the district in which it is located. Until now, patients had to be driven to the nearest hospital which could provide the relevant medical assistance on the territory of the respective district. MH imposed the change because medical establishments in the same district were not always the nearest hospital to which patients could be transported. 

Pursuant to the amendments, in case the hospital cannot provide the necessary medical assistance in the absence of qualified personnel or equipment, primary resuscitation of the patient should be applied immediately and the national consultant with the relevant medical specialty experience should be contacted. MH reminded that pursuant to the law not a single medical establishment is entitled to refuse granting emergency aid to the patient. If this happens, the respective institution will have to provide a written explanation as to the reasons for the refusal. The new rules also put an end to the practise of the patient being transported by one ambulance to be transferred to another for longer distances. In case an Emergency Aid Station (EAS) has at its disposal a single specialised medical team, neighbouring EASs will be responsible for immediately providing an alternative team, reported MH. 

The change of ambulances in the case of transfer of patients will be allowed only if there is need to provide a van equipped with high-tech equipment or a highly-qualified medical team. This will be done in the fastest possible way without changing the selected shortest route for the transportation of the patient. The observance of the new rules will be monitored by the regional health inspection services. If these are violated, sanctions will be imposed. Currently, the Health Ministry is drawing out a concept for a complete change of Emergency Aid Services in Bulgaria. Some of the changes envisage the setting up of a new organisation for transportation and providing medical care to patients in life-threatening conditions, as well as the drafting of a new map for the re-allocation of the territory being serviced by EASs.
