Price of diesel at petrol stations to be reduced by 6 stotinki per litter

“The price of diesel fuel at petrol stations can be reduced by nearly 6 stotinki per litter if the facilities comply with the legal requirement for diesel fuel to be mixed with a 4% bio component,” explained yesterday experts from the National Biofuels Association in Bulgaria (NBAB). “The reason for this is that when mixed with over 4% bio fuel, the excise duty on diesel is reduced. For example, the excise duty for clean diesel is BGN 615 per 1000 l and when mixed with 4% bio fuel the rate falls to BGN 596/1000 l,” explained Daniela Martinova, a lawyer at Rapid Oil Industry Co.

Experts from the association added that under the current Renewable and Alternative Energy Sources and Biofuels Act, from March 1, the diesel at petrol stations must already include a 4% bio component. None of the experts of the organization could explain whether this requirement is met and why fuel prices continue to rise. “I suppose that the price reduction is not felt because of the rising oil prices on international markets, "said Dimitar Minchev from Astra Bioplant Ltd, Deputy Chairman of the association.

Information on the website of Lukoil shows that currently bio fuel with a blending of 3% - B 3, is sold to traders at a price of BGN 2,401.2 per 1000 litters. The price of bio fuel with 4% bio components (B 4) is BGN 2,402.4 /1000 litters. “Our calculations show that biodiesel does not lead to a price increase of fuels,” Minchev said. NABB experts could not explain why the bio fuel sale prices of the largest in the country petrol processing company were as they are.

The experts from the association are of the opinion that if the Government eliminates the bio component in fuels, it would endanger the emerging bio fuels sector. A total of BGN 100 mln have been invested so far, and last year companies have managed just to cover the costs of the investment, but not to work with a profit. “Removal of the bio component will reduce the price of diesel by some 0.38 stotinki / litter,” Minchev said.
