Boris Velchev is indignant about the disorders surrounding the Specialised Court for tackling cases of organised crime


''Sometimes, it is better that we abstain from taking actions rather than simulating some activity. If we are aware that this building is not effective, why are we lying?,'' reckoned yesterday the Chief Prosecutor, Boris Velchev, before the members of the Supreme Judicial Council (SJC). He made this statement on the occasion of the building accommodating the Specialised Court for tackling cases of organised crime, which is located at Sofia's 'Cherkovna' St. The new judicial structure must be brought into operation at the end of August. Despite the approach of the final deadline, SJC and the Ministry of Justice have not agreed on the possible payer of the repair of the former building of the State Agency for National Security (SANS). Besides, the financial establishment has not transferred the necessary amount of BGN 6.3 mln to the judiciary.

The statement of the Chairman of the SJC Budget Committee, Ivan Kolev clarified that within the remaining five months the current building needs to be spatially widened by additional reconstruction works. Otherwise, in the Prosecutor General's words, magistrates would work there under worse labour conditions than the recent ones since each room would accommodate five or six prosecutors.

"I am afraid that we could be involved into a vicious cycle and finally be found guilty," commented the Chairman of SCC (Supreme Court of Cassation of the Republic of Bulgaria), Lazar Gruev. "Every institution must fulfil its obligations," added he, regarding Ivan Kolev's words, who explained that, for now, the Justice Ministry refused to commit itself to the reconstruction of the building.

Kolev also said that it was envisaged for the newly-expanded rooms to host maximum three special magistrates, while each of their four supervisors would have their own offices. The building located in 'Cherkovna' St. was redesigned to host 5-6 court halls and premises for detainees under custody. "They must have at least 10 detention rooms intended for arrested women, men and juvenile delinquents," indicated Kolev. Pursuant to the judiciary security's requirements, the custodial premises must be entirely rebuilt.
