Ambulances to arrive within 20 minutes of the call

The Ministry of Health (MoH) has introduced a national standard of 20 minutes following the call for the arrival of ambulance cars. This change is set in the new Concept for Development of the Emergency Aid, which was present yesterday by the Minister of Health, Dr Stefan Konstantinov.

According to this document, the optimal time of arrival of the ambulance cars in case of accidents is between 20 and 30 minutes. This is why the concept note od the ministry stipulates that 90% of the life-threatening emergency cases must be attended to within 20 minutes, while the time period for the rest of the cases is not allowed to exceed 40 minutes. Dr Konstantinov explained that the cases where this time period had not been observed would be inspected.

The Health Minister commented further that the structure of the Emergency Aid would be changed based on two main criteria - remoteness of the settlements and population density. For this purpose, changes in the spatial distribution of the emergency bodies would be displayed on a special map. The concept provides for improving the communication between the emergency centers, ambulances and hospitals. This will be achieved through the integration of the communication system of the Emergency Centers, of the Ministry of Interior and the other departments of the National Emergency System. The control on the system would be strengthened by the use of GPS connections.

According to the foreseen changes, three types of teams would be introduced - medical, paramedical and transport squads. A conversation with the patient would help the specialists decide which team to send. The Minister of Health explained that the first paramedics would  enter the Emergency Aid system in two years. They will be trained to provide first aid and keep the patient alive until arriving at the hospitals. It is envisaged that the paramedics would undergo a 2-year training in accredited structures. He explained that for this purpose, MoH would demand some more BGN 70-75 mln of additional funding.
