Traffic policemen to check for contracted CL insurance policy by sending SMS

Traffic policemen will check via sending an SMS whether the driver of the car stopped by them for inspection has signed a civil liability (CL) insurance policy. This became clear in the presentation of the new information system that will generate electronic insurance policies for CL. It came into operation yesterday, while companies, brokers and agents were granted a 45-day period for joining the CL insurance initiative. The possibility of SMS-verification will be available as of September. Borislav Bogoev, Deputy Chairman of the Financial Supervision Commission, responsible for the insurance sector, commented that the SMS inspection on contracted CL insurance policy will be free of charge for traffic policemen and will be covered by the Guarantee Fund. However, for ordinary citizens, it will be at the price of a standard SMS. The message itself will contain a unique code which will be generated by the information system.

The new information system will validate the insurance policy from the point of its conclusion. Thus, it will discontinue the vicious practice in case of a car accident when the offender contracts the policy without informing the insurer that an hour ago he has been involved in a crash. However, according to Yuri Todorov, Chairman of the Association for Insurance Security, once the accident has occurred, there could be danger of drivers without CL insurance contracts to contact their brokers or agents so as to conclude immediately a new policy. Therefore, the current 30% of motorists not holding a CL insurance contract at present will persist in not signing insurance policies until they are not required to do so, thus not being subject to penalties.

Оn his part, Bogoev confirmed that there were real risks but only in a month the coverage of the obligatory policy has increased by 5% and, under the e-system operation, the trend will continue. Moreover, insurers will be facilitated in terms of registration. At the moment, it is delayed by 10-15 days, leading to the imposition of fines on insurers. They amount to BGN 20-30 mln a year, commented Bogoev. The cost of the system, in turn, is many times lower, or about BGN 3 mln.
