Some 176 firms dealing with scrap oppose the Bill on Waste Management in a letter to PM Borissov
“Some 176 companies sent a letter to Prime Minister Boyko Borissov regarding the Bill on Waste Management,” said Peter Kichashki expert from the Civil Initiative of Traders in Ferrous and Nonferrous Metal Scrap and its Recycling. The letter was copied to President Georgi Parvanov, to Parliament’s Chairwoman Tsetska Tsacheva and others.“The civil association is against the suspension of the licencing regime for commercial activities in ferrous and nonferrous metal scrap and its replacement with a permission regime because this would be an additional registration rule for the business. We are not against the removal of the sites for ferrous and nonferrous metal scrap in industrial zones, but we are against the requirement that these be located in areas with general development plans because merely 30% of the municipalities have such areas at their disposal. This will limit our activities,” explained Kichashki. According to the association, citizens will have to transfer such waste free of charge only at the municipal sites and this will create a monopoly of the municipalities. This is against the ruling on the bank guarantees needed for the permission for dealing with scrap - BGN 100,000 per company and BGN 50,000 per site.
The payments will be remitted via bank transfers alone. Businesses suspected that the provision was entirely in favour of the banking sector. According to them, the problems with the implementation of the existing law could be solved through the maintenance of effective control and active participation of the judicial system instead of the introduction of useless bans. The Ministry of Environment and Water has not responded to the questions raised.
The Bulgarian Association of Recycling, the Bulgarian Industrial Association and the Bulgarian Association of Metallurgical Industry took a stand against the restrictive measures a month ago.” In 2010, the sector of recycling companies in Bulgaria generated revenues amounting to nearly BGN 90 mln to the State budget,” stated representatives from the Civil Initiative.
