Podkrepa demands criminalisation of parents’ failure to ensure their children’s school attendance

“The Podkrepa Labour Confederation has proposed the criminalisation of the systematic failure of families to ensure their children’s school attendance,” Julian Petrov, Chairman of Education syndicate with the Confederation, said for Focus agency. According to Petrov’s observations, the children not attending school for social or other reasons are mainly of Roma origin. “Concurrently with the reform obliging 5-year old children to attend a school or a kindergarten, we need to think about penalties for those failing to ensure their children’s attendance of educational establishments. Judging from our experience with children of compulsory school age who do not attend school, we have serious concerns about our success in coping with this huge problem,” said Julian Petrov. According to him, the problem with kindergartens is that they are not interested enough in attracting Roma kids. “The institutions are to blame for not implementing the existing laws. They do not have the respective tools for achieving the end result, i.e. ensuring children’s attendance of schools and kindergartens,” specified the syndicate leader.

A week ago, Yanka Takeva, Chair of the Syndicate of Bulgarian Teachers, also voiced her concern about the high rate of adolescents dropping out of school. According to the Syndicate, between 15,000 and 16,000 students drop out of school every year. Therefore, Takeva outlined the sustainability of the school network as a top priority for keeping students at school. In order to deal with the problem, the Syndicate recommended the creation of conditions that would encourage every child at school and bringing the curriculum in compliance with the students’ age.
