Stefan Konstantinov: More money would be available for healthcare if the contributions increase

The Bulgarian state allocates the lowest amount of funds for healthcare activities per capita and in order to change this negative dependence, we must increase the health insurance contributions or taxes, stated yesterday before bTV Health Minister, Doctor Stefan Konstantinov. According to him, another option for solving this problem, was to transfer the funds from another sector.

According to him, the situation of the sector in Bulgaria was acceptable especially in light of the funds allocated by citizens and by the State.
In response to a question about the existence of the Health Insurance Fund in its current form, Konstantinov replied that at this stage of a difficult crisis situation, there was no other alternative. He added that it would be good to give people the choice as to where they would like to insure themselves starting with the first day of the next government's mandate. According to him, had not happened during this GERB (Citizens for European Development of Bulgaria) government due to the difficult situation and the crisis, times when the state funds allocated for healthcare are insufficient.

Konstantinov's opinion failed to get the support of the Opposition. The Deputy Chairman of the parliamentary Health Care Committee, Evgeniy Zhelev assessed as unreasonable the suggestion for increasing the health insurance contributions in times of crisis. "In principle, the rates of our health insurance contributions are among the lowest in Europe, while the healthcare services are expensive, let's not say the most expensive ones, so there is logic in this scheme. This is exactly why in January 2008 we increased the health contributions by two percent. The question is when and if the required volume of installments could be collected and who will pay them? At a time of crisis, the implementation of this reform seems obviously unreasonable," commented before Klassa daily, the BSP MP.
