New rules for the spending of revenues from beach concessions demanded

The rules for the spending of revenues collected from the leased and concessioned beaches should be transparent, stated Ivan Valkov, Chairman of the Parliamentary Transport, Information Technologies and Communications Committee on Focus Radio. According to him, the revenues should be allocated on the basis of expediency. For example, funds for the construction of embankments, alleys or roads should be earmarked in order to improve the public access to beaches. The spending of these funds must be regulated by law because this is the only way to ensure they are not used for other purposes.

There are many good legal texts on movable establishments in the amendments to the Black Sea Coast Spatial Planning Act, commented also Valkov. In fact, the bulk of the coastal boulevards and streets have sufficient commercial establishments, whereas the beach are crammed with them. The problem could be solved by the introduction of strict rules, which will govern all commercial outlets. This will naturally take effect after the adoption of amendments in the legislation. According to the Chairman of the Transport Committee, the amendments could hardly enter into force this summer season. The reason is that the draft bill must be first approved by the Council of Ministers and afterwards discussed by the parliamentary Committees of the National Assembly. Besides, the deadlines for the first and second readings of the bill could be extended by about two weeks if more proposals are delivered. The enactment may be adopted at the end of April or May at the earliest, predicted Valkov.
