The President demands serious reforms in the Bulgarian education system

President Rosen Plevneliev is not satisfied with the current state of Bulgarian education and has demanded legislative changes aimed at making human knowledge and youths’ potential more effective. This happened during the meeting of the Council on Education and Science which was attended by Vice President Margarita Popova, ministers, MPs, leaders of trade unions and academic structures, representatives of employers and other civil organisations. The meeting was the first of its kind during the term of office of Plevneliev.

The President presented data which portrayed our country in an unfavourable light. According to the information provided, Bulgarian youths are the last to enter the EU labour market. Young Bulgarian entrepreneurs are only 3.4%, compared to 11.3% in Romania. Self-employed persons in Bulgaria aged 29 are 5.7%, while in Romania they are 11.4%, given that the average for Europe is 8.7%.

The President highlighted the role of the State in the operation of the so-called knowledge triangle: research - business - State. He emphasised the need for investments in human capital, for the development of an adequate educational infrastructure. Both good teachers and an update of the teaching content are needed. According to him, personal career development must become a national cause.

The Head of State said in his speech that, with the Bulgaria 2020 vision, we should redirect the economy towards industries with high value added.

He gave as an example the Skype programme which was created by ten Estonian people but whose product is worth more than the economic output of their own country.

The social network Facebook was also invented by a young man but is worth some $100 bn. Meanwhile, the GDP of Bulgaria, generated by 7.4 mln people, is merely €40 bn.
