Directors of units dealing with European funds to receive salaries of BGN 3,800 and bonuses of 80% of their annual pay

Directors of units, dealing with European funds in the country, will receive salaries of BGN 3,800 per month plus bonuses of 80% of their annual pay if the Government adopts a proposal for change in the ordinance on their wages on Wednesday, stated representatives of the Association of State Officials for Klassa.bg.

This means that the respective managers will get a total of BGN 83,600 per year. Representatives of the association are outraged and say that this would create a formal caste of officials, who will make more money than the Prime Minister, but without assuming the corresponding responsibilities.

The infamous regulation was proposed by Tomislav Donchev, Minister of EU Funds Management, who believes that the employees in the units dealing with European funds should not be rewarded with bonuses for their work but should receive directly a double pay, without their salaries to be tied to specific results. By law, these employees will be also entitled to receive up to 80% of their annual salaries in bonuses besides the double pay.

The administrators from the office of Donchev declined any official comment on the ground that they were not yet sure whether the Council of Ministers would pass the regulation on Wednesday. This scandal has been a topical issue for a whole week and Klassa wrote about it as early as June 13. The new rules for payment of state officials, which should be adopted soon, bind wages to specific results. If the proposal of Dontchev is approved, it would appear that the Government introduces double standards for state officials by a statutory instrument.

Some 1,500 employees in the units dealing with European funds will receive between BGN 1,000  (junior expert) and BGN 3,800 (director). The rest of their colleagues, who do not have the privilege to be employed in such offices, will receive far lower amounts - BGN 410 for junior expert and up to BGN 1,200 -1,500 for Head of department. "There is no country in Europe, which gives double pay for the employees, involved in European affairs," experts from the administration of Minister of Finance Simeon Djankov told Klassa.

A reference shows that five EU countries pay additional remunerations for the work done. They include Malta, which has approved a supplement of between 15-20%, Poland, which extends bonuses of up to 25% on the basic pay, Portugal – up to 30%, Romania – up to 75%, and Slovakia – up to 50% of the salary.
