The Ministry of Defence and the Ministry of Internal Affairs are the biggest debtors

The Ministry of Defence and the Ministry of Internal Affairs are the two Government bodies with the largest amount of outstanding liabilities to subcontractors, as of the middle of the year – BGN 146 mln in total, reported Vladislav Goranov, Deputy Minister of Finance. The Ministry of Defence heads the list of debtors – BGN 83 mln, while the department of Deputy Prime Minister Tsvetan Tsvetanov owes BGN 23 mln.

These two bodies alone account for two-thirds of public liabilities, Goranov added. A distant third is Ms Lilyana Pavlova's Ministry of Regional Development and Public Works, responsible for highway construction in the country. The biggest reluctant creditor of the Ministry of Defence is the Military Medical Academy, which, unlike other hospitals, receives its payments for performed medical services from the department of Anyu Angelov, Goranov explained.

At the end of last year, a special Government decree allowed property taxes (these are collected by municipalities) of all ministries to be paid out with money from the central budget, Goranov reminded.
