The government plans 249 business-friendly measures

The Government approved on Wednesday a package of 249 measures aimed at making regulation less onerous for businesses. The plan, which is supposed to be implemented by November 30, 2012, includes reducing the set of documents that must be provided in order to gain access to 84 administrative services, reducing the time limit for performing a range of 54 services, scrapping a total of 42 services, exchanging information through official channels in relation to another 30 services and creating electronic registers for 17 services. The bulk of the steps target services in areas such as health care (45), food and agriculture (43), and economy, energy and tourism (26).

Most of the planned measures are based on proposals by representatives of NGOs, trade unions and employers' organisations, media reports and analyses. The effort is intended to completely remove, simplify or ease administrative obstacles to businesses stemming from nearly 750 regulatory regimes.

Following a review of regulatory frameworks in all ministries carried out between March and June this year, proposals were drafted to eliminate regimes that hinder small and medium-sized enterprises. The Government strives for a smaller state, its goal is to reduce regulatory spending, lower the administrative burden, simplify procedures and reduce the set of documents and the time needed for given public services to be performed.
