Over 670,000 cases heard by judges in 2010

Over 670,000 cases were heard by the Bulgarian courts across the country in 2010, reported yesterday Lazar Gruev, Head of the Supreme Court of Cassation (SCC) of the Republic of Bulgaria. Nearly 575,000 cases have already been decided, while the largest part of them have been resolved within a 3-month period. "The achieved results must be clearly announced because most of the judges make great efforts in their daily work," explained Gruev. He added that the workload was a major problem for the overall 2,000 Bulgarian judges. Approximately 550,000 of all cases were reviewed by district courts, while SCC examined around 20,000. Overall 14,287 out of them were civil cases, while the criminal ones numbered 2,700.

According to the statistics, each Bulgarian judge hears 36 cases per month on average, while the city judge considers 65 cases a month. "The most busy courts are the Sofia Regional and the Sofia City Courts, where every month each judge hears an average of 85 and 37 cases, respectively. Thus, every civil court judge in the Sofia Regional Court hears about 1,200 civil cases a year, while the criminal ones reach 500,'' reported Gruev.

"In order for the problem with the unequal workload to be overcome, the idea of changing the borders of the judicial regions is under consideration," explained he. According to him, the efforts for introduction of alternative mechanisms for resolution of disputes, such as mediation for example, remain to a great extent without support. "We are probably ill-understood, but an efficient state policy is needed in this regard," commented the SCC Head.
