Head of SANS Tsvetlin Yovchev resigns


SANS (State Agency for National Security) Chairman, Tsvetlin Yovchev submitted his resignation, announced yesterday afternoon the Council of Ministers. His motive for leaving the post was the poor grade which the Prime Minister gave on the overall performance of SANS. In his arguments set forth before the Prime Minister, Yovchev added the "repeatedly expressed lack of confidence in him as SANS Chair and his failure to meet the PM's expectations with respect to the main priorities and specific objectives of SANS pursuant from the Law on SANS being currently in force.'' 

Yesterday morning, Boyko Borissov announced before bTV that personnel changes in the Agency were possible, including the replacement of the SANS Chairman. "If it is unable to protect the security and the information they dispose of, then this service generates security problems rather than peace," stated the Prime Minister. He was explicit that changes in the SANS management would result from the poorly conducted operation for application of special investigative means (SIMs) in the case of Head of the National Customs Agency Vanyo Tanov. 
"I personally told all the employees having worked on this case that they are extremely weak professionals, and not just weak, but irresponsible," was adamant Borissov. 

Asked under what circumstances he would dismiss Tsvetan Tsvetanov, the PM replied laconically: "If he is guilty - in case the necessary organisation proves to be lacking, if no proper measures are adopted for the police and security services to operate in favour of society, and if they, on the contrary, continue to generate scandals. The Prosecutor's Office is obliged to establish whether at that time the Interior Minister has any guilt," clarified he. 

Boyko Borissov also expressed his indignation from the SANS position on the explosion which occurred before the office of Galeria newspaper. ''It is not proper the day before yesterday after the Commission meeting in Parliament SANS to maintain that the explosion should not be inspected by SANS. How could they be so sure that this was not a terrorist act or a criminal offence?," specified he. Borissov explained that on February 21 at 9.30 a.m., Chief Prosecutor Boris Velchev, Head of the Supreme Court of Cassation of the Republic of Bulgaria Lazar Guev and Justcice Minister Margarita Popova would discuss a package of measures on SIMs, including legislative ones. I will simply oblige them to observe the rules henceforth, retorted Borissov.

On Tuesday, the EC (European Commission) announced that it would continue to monitor the controversial situation with respect to the special investigative means in Bulgaria, although the Bulgarian legislation complies with the EU requirements and no complaints had been lodged with the EC. ''A lot of operations are imminent in the coming days,'' said yesterday Tsvetanov.
