GERB government promises financial incentives for direct fuel imports
raya.atanasova@klassa.bgThe GERB (Citizens for European Development of Bulgaria) government will seek to stimulate direct fuel imports by introducing new financial incentives, announced yesterday Boryana Pencheva, Deputy Minister of Finance. After meeting with hauliers and carriers, at the insistence of Prime Minister Boyko Borissov, she presented the measures of the government for the reduction of fuel prices and stimulating market competition. The exact drafting of the financial incentive scheme for direct imports will be a matter of a technical solution but it will certainly become effective after the payment of the excise duty due, while the fuel can be used by importers only for their own needs, indicated Pencheva.
The government's new ideas are to be agreed with Brussels. According to hauliers and carriers, the effects of the proposed measures will be felt in a month or two, while fuel prices are likely to drop by BGN 0.20. They also announced that they will not stage a protest on April 28.
The Finance Ministry will propose for the Customs Act to regulate duty-free imports of fuel of up to 550 litres. As a result of this stipulation, the consumption rate of petrol and diesel in Bulgaria will increase, reckoned Pencheva. Another financial incentive measure of the GERB government for supporting the fuels market provides for VAT refunds to Turkish carriers. Our country will request from Turkey the imposition of the same measures with respect to Bulgarian transport companies," said the Deputy Finance Minister.
Moreover, the fees for third-party trucks and buses imposed for their transit through our country will now depend on the size of the vehicles and their environmental category. The government cannot regulate a market which is strongly influenced by international prices, especially when there is an upward trend in oil prices. Nevertheless, we are seeking adequate solutions for both citizens and businesses," commented Boryana Pencheva.
